Legal Resources
SICLE works to make legal information more accessible to Somalia’s legal professionals and the public. Our resources support practitioners in their work and help citizens understand their rights.
Understanding Somalia’s Legal System
Somalia operates under a mixed legal system combining statutory law, Sharia (Islamic law), and Xeer (customary law). This pluralistic system reflects Somalia’s history and culture, but can also create complexity for legal professionals and citizens alike.
SICLE’s courses and resources help practitioners navigate this landscape, understanding how different legal traditions interact and apply in various contexts.

Key Legislation
Somalia’s government has enacted significant new legislation in recent years as the country rebuilds its legal framework. Our certificate courses focus on these new laws, but we also maintain references to key legislation for practitioners.
Areas covered include company law, anti-money laundering, elections law, data protection, petroleum regulation, and more.
Pro Bono and Legal Aid Information
Many Somalis lack access to legal representation. SICLE supports pro bono work by connecting lawyers willing to provide free services with individuals and organizations in need.
If you need legal assistance and cannot afford a lawyer, or if you know someone in that situation, contact us and we will try to connect you with a legal professional who can help.
Digital Legal Research Platform
SICLE is working to develop a digital legal research platform that will provide:
- Searchable database of Somali legislation
- Court decisions and judicial precedents
- Legal commentary and analysis
- Practice guides and document templates
This platform is under development. If you have legal materials, research, or expertise to contribute, please contact us.
For Legal Professionals
SICLE members have access to additional resources including practice guides, sample documents, and professional development materials. Join SICLE to access these resources and connect with the legal community.
